What do you really mean? Forms can still be submitted if you disable Munchkin tracking, you just won't get all of the rich functionality.

So Munchkin tracking is somehow tied to cookies? What I mean is: if someone has disabled cookies on their device, can we still capture the details we need per our requirements set up in Marketo (we are very early stages of implementation)

You can still capture someone's details if they fill out your form and have disabled cookies. 

However you will not capture certain types of activity on that user such as when they visit web pages on your site.
