Does Marketo prevent hard bounces from being included in campaigns?

I've had many bounces and it seems like Marketo continues to send emails to contacts that have hard bounced.

Once any Marketo email sent hard bounces Marketo get a notification back and it automatically updates the field "email invalid" to "True" Program members with is value are always blocked from all future "non-opperational" campaigns.

It should also block if they are in a flow of 10 emails and the first one bounces. However soft bounces can have a temporary block.
