Does form locale setting affect country value?

I have a form with a hidden field country, and it is pre-filled with "Taiwan"

However, all leads filled out the form got a country value "China".

The only reason I can think of is the form locale setting. It only allows me to choose from "china" or "Chinese" when language is Chinese.

Is this the reason for the form to perform this way?

I don't think you reapproved this LP after making that change in the form. The hard-coded Auto-Fill for Country is currently "China" -- so nothing mysterious about how it's being set on the lead.
