Does embedding a Marketo form require cookie tracking?

Is it possible to embed a Marketo form on a web page and ensure there is no cookie tracking happening through Marketo? There's no Munchkin code on the website.

If the Munchkin library is not available, the form will not set cookies.

There actually is code in the forms lib that is intended to init Munchkin if it's not already loaded but (a) the code doesn't work and (b) if Munchkin isn't in the page at all it has no effect.
