Do leads who do not meet program criteria flow through to the new email in an engagement campaign?

I couldn't find this exact detail in the Engagement program documentation so I'm hoping someone can verify the following:

If I add a program as an element of an Engagement stream and that program has filter criteria (ie. In Stream 1 AND in State = California) would leads from all other states fall out of that program and continue on to the next email (or program in the stream) that they have not yet received? Or do they go into that program, not qualify based on the filter criteria and then they have to wait for the next cast to get the next email?

Hope that makes sense. Would love some clarity on this.

I've found through testing, Samwise, that leads are skipped until the next cast. This is quite unfortunate, in my opinion, but it is the native functionality at the moment. 

Hopefully (hint, hint, Marketo employees) this can be addressed soon. I have a lot of use for programs in the engagement stream that use other Smart List filtering.

I figured that was the case but was hoping that it was not. Thanks for the response. Hopefully this (and many other features) will be added to the engagement programs soon.
