Do custom views not carry over to all "lead" views?

I just realized my custom views that I've configured when viewing leads in the Members tab of our programs, are not made available to other views - for example, when viewing leads within a report or a smart list.  Is this expected behavior?

I thought they populate across all lead views, but maybe Program Member tab is different.

Agree, they populate on all lead views on smart lists and static lists but not on the Program Members tab... 
You have to recreate the views again ...
