Delegation of User Management

For large, distributed orgs, user management can become quite painful.

It would be much more convenient if it were possible to delegate user management to local super-users. The global admin would determine which roles these local admin could grant and on which workspaces. Also, the local admin may also not have the right to delete users, only do expire them.
