Default Inactive Leads Smart List

There's a recommendation on making a Smart List to track inactive Leads (and potentially delete them).

I would suggest that we automatically create this List as one of the System Smart Lists so that instead of telling our customers to make a Smart List, we can just point them to one that was already created by default and they can look at it.
