Can you deactivate a mass amount of smart campaigns in less than the  6 month time frame Marketo defaults to?

There is no way to mass deactivate/activate smart campaigns in Marketo.  Support may be able to adjust down the ones that they automatically deactivate (after 6 months of no activity) - since you can request to have it set for something beyond 6 months - but there's no way for you to do it within the interface.
