Data Value Changes Trigger with New Value and Previous Value - Not capturing Null or Empty as previous value

Hello! We have a program with a trigger using data value changes using Attribute "Person Score", New Value Greater than 99 and Previous Value Less than 100. I'm noticing that this may not be capturing prospects that had a null or "" empty value previously. Is this the case? Do I have to account for null and empty when using this trigger to catch those people?

A truly empty value isn't less than 100 (it's neither less nor more than 100).
