Data value change - Acquisition date

Hi

I have an operational program running that is looking for the acquisition data value change. However, it's not always being triggered for some reason. The people that didn't get triggered, don't have the acquisition data change in the activity log, although the acquisition program was changed (and the acquisition date was set).

Any ideas?
