Custom Objects API not returning all rows

I have been having issues with Custom Objects not loading correctly, or I think get loaded via API and then they aren't actually there.

After doing a lot of testing I noticed that the Custom Object Get is only returning every 4th row requested.  So out of 300 (which is the batch limit) I only receive about 75 out of 300 (roughly).

Has anyone else seen this type of behavior?  Are there settings I'm missing?
