Creating a custom service under launchpoint for REST API?

Hi, I'm trying to create a custom service for use with REST API, the documentation says to select "Custom" from the type, however I do not see that listed as an option -- WebEx is there twice with a few others. Is there some permission I'm missing? I'm set as an Admin, Web Designer, Analytics, Marketing, Standard.
Or is there somewhere else I'm supposed to go?
