Create PURL codes as tokens

Right now, the only way to pass a PURL to another system is to create a smart list, manually export it and import it to the foreign system. I would like to be able to get the PURL ID in a token so that I could build a link and pass it to the foreign system in an API.  The PURL isn't very useful when it can only be passed by hand from system to system.
