Create LaunchPoint For Rest API

1) I'm trying to create "LaunchPoint Partner Services - REST API"
According to http://developers.marketo.com/documentation/rest/rest-apis/ I need to create new LaunchPoint service, however I don't see this option in my UI.
 
2) Most of our customers are also Salesforce customers which integrated their Salesforce with Marketo.
Is there a way to get Marketo credentials (for REST) via the Salesforce installation?

3) According to the documentation, the REST API limits are:
 

Daily API Quota: 10,000 API calls

Rate Limit: 100 API calls in a 20 second window
 
Is there an option to get higher limits?

1 - We need to enable LaunchPoint partner services in your sandbox. I will follow-up on this.

2 - I do not understand the question. Could you please clarify? 

3 - This is the current limit. We evaluate increasing the limit on a case-by-case basis. Keep in mind, this is the limit per customer subscription. Do you think you will require more than 10,000 API calls for each customer subscripition?

2. Is there a way to get from the customer the Marketo Credintials during the Salesforce installation in case this User have integrated environment with Salesforce & Marketo?
The motivation here is to avoid 2 installation processes.

3. More problematic is the 100 per 20s. and my problem is actually refer to my comment here (the third comment):
