Controlling the Market Segment

We have 50 markets difined in Marketo by states. Each market is contral by the filter setup by the state abriviation. The problem with that if someone mistakenly remove the filter then they endup creating a large mailing list with data from multiple states. My question, is there way to hardcode the filter in that way the users will not be able to remove the filter. Please advise.
