Connecting one Enterprise instance to a standard instance for Import of Programs/Assets/etc

I need to connect one Enterprise instance, with Workspaces, to another instance that is a standard subscription (not enterprise).  The standard edition does not give me the SOAP API option or "Web Services" in order to contact support to connect the two.  

How do I go about getting these instances connected for the purpose of importing to the new, Enterprise edition?

You need to speak to Support about this because your two Admin users need to be linked somehow along with the account strings. You should be able to do this.
