Comparing two different fields in a smart campaign

Hi, 
    I would like to create a smart campaign that compare whether the data in two different fields are the same.  If they are, I would send out e-mail 1.  If they are not, then I would send out a different e-mail.  Is there a good way to compare two fields within a smart camapign?

Unfortunately, there isn't really a good way to do this that I can think of. Is there a set number of choices for the values in those fields? If you gave me some more general context I might have some ideas.

HI Erik,

We are trying to compare country field (Picklist) with citizenship field (Picklist), which lists 248 countries.  So if country is the same as citizenship, we would send out e-mail 1, otherwise we would send out e-mail 2.
