Communication Limits by Country?

Is it possible to set different communication limits by country or by company domain even?

No it is not right now. There is an idea for this.

You could break up a big send into separate lists and put wait steps to mimic the same thing.

What if you crated a program with smart campaigns using segments?

Define your segment be it country, company list, or domain and building out smart campaigns that look for if member of segment and was delivered any email within x perioed of time to suspend. You can use advanced filters to look for 1. communications within a day and 2. communications overa period of time within the same smart campaign flow. 

Never tried this before, but trying to think out of the box here for you.
