If I put two owners in choice 1 when creating a task, will they both receive the task?

Do you mean you placed 2 owners in the "owner name" field in the "create task" flow step? If you're referring to the "add choice" options in flow steps, only the first applicable choice will qualify.

Yes, 2 owners in the owner name field.

In SFDC you still (as far as I know) can't have multiple owners for the same task. So this would have no meaning -- it would mean creating two tasks, which you can already do with multiple flow steps.
