When I download HTML for an email from Marketo to edit in Dreamweaver, characters such as — are getting corrupted to —, forcing me to have to edit these every time I edit an email.  Please help?

You might check which character encoding you're using in Dreamweaver.  That's characteristic of a text editor interpreting one character set as another.  Try switching to UTF-8

OK, I tried playing with that.   The email template I was using was quite old and did have old encoding in it.  I changed it to UTF-8 and tried again.   It still swapped out my HTML character, specifically  ‑  , but this time it gave me a box when I downloaded the HTML.
