Changes to Inferred fields

Hi there, I was looking to know if the inferred company, state, etc. fields are populated ONCE (i.e., when the record is created), or if it's updated if the values change. For example:

User visits my site from his company HQ in Boston. Inferred Company = ABC, Inc. Inferred State = MA.
User travels to California and revisits my site from Starbucks. Does Marketo:

a. do nothing
b. change field values to the ISP name and State=CA

The reason I ask is that I tried to create a Smart List where inferred data field values changed in the past 30 days and got no results.

The Inferred field is a one time only field that cannot be changed.

It is possible that if the lead cleared his cookies and then filled out a form that they could have a different one, but only if his emails were different.
