Cannot Activate Smart Campaign

I want to activate a smart campaign to send an email and change some values after the trigger of someone filling out a form--everything is working..except I am not getting the button to "Activate" the campaign.
Please help.

Are you sure you're using the filled out form trigger and not the filter?  Is it green or orange?
