Can we change just locale to Japan, with English language?

Marketo is global contract, so our sys admins are English speaking people, they cannot read Japanese, so we need to keep interface language  in English but cannot seelct "Japan" when the language is English.

Can we set the language and locale setting as below?

Language:  English
Locale:  Japan
Time zone:  Japan

Right now this is not possible.

By the way, What will happen in use from locale setting change?
It seem for select language.
No effect in use.

I found my answer.

And I found another probrem.

When I selected Japanese for demonstration, html comments in preset templates change Japanese.
It is not useful for me.
