Can't Create New Fields

Hello - I've created new fields hundreds of times. We have a new instance of Marketo that we are transitioning to and when I go to field management under Admin, I don't have the ability to create new fields? What gives?

Matt,

Do you see the option "CNew Custom Field" in the top bar of Admin > Field Management?
