To the best of my knowledge the current functionality of syncLead does not merge an anonymous and a known lead based on Munchkin ID.

Anonymous leads can be updated using the Munchkin ID.

This is not possible via the syncLead API. I would reccommend looking at mergeLeads API. If you know the Marketo ID of two leads, you can merge them together.
