Can program tags be free text?

Hi there, I am trying to find a way of using program tags to ask the marketing managers to define their Expected Outcome, by program success measure and i would ideally need this to be a free text number field.

Can tags be free text? Or do you have to define those values, is there a way around this?

E.g.
Expected Measure of Success - Registeed, Attended, Responded etc
Expected Outcome - 100

Is this possible?

The tag values need to be set so they appear as a defined pick list.
Your best option is to make that required field (currently not required as default) in SFDC campaign object.

Yes, the tag values are free text to the Admin, but picklists to the User. You would not want users creating their own tags because it is impossible to keep them formatted properly.
