Can Marketo host a pdf?

We have a Marketo form embedded on our website that leads to an auto-download of a pdf file. The problem is that people can also access this pdf by googling the name of it. This allows them to download the pdf without filling out the form and therefore, we are unable to track it. 

Is there any way that Marketo can host the pdf so that it cannot be downloaded without submitting the form?

Yes, you can upload PDF files to the Images and Folders area in Design Studio.  Judging by your use-case, I'd recommend setting up a smart campaign to send an email submitted in the form with the URL of the PDF in Marketo.
