Can Marketo collect web form data from a non-Marketo form and create a lead similar to web-to-lead?

Have a custom web from for one section of site with no SFDC API so new leads have to be created manually.

If you are using Wordpress, there are now some great plug-ins for web form integrations.  Inexpensive, quick and easy to implement:  http://wordpress.org/plugins/marketo/faq/

The first Question is.

Do you need a webtolead that create a new lead every time?

Or else will MKTO send both (Leads/Contact) to SFDC.

You can use the SOAP API and intergrate it. Remember to use Request Campaign to activate the program. over add to list.

(Since Add to list will trigger again if a lead get merge later on)

I would vote that you replace the form that's on that non-Marketo landing page with a Marketo form following the instructions that bgomes recommended in this article: http://community.marketo.com/MarketoArticle?id=kA050000000KyqgCAC

We've done that for a few pages on our website that just couldn't be moved, and it's worked well for us.
