Can I add into a flow inside an Existing Program?

Hey Marketo users

I currently  have a Program up and running and I wanted to add to the flow eventhough I already started the email send couple of days ago. 
So I added a wait step to existing flow (just an hour) and then a resend of an email if they haven't opended the previous email. 
But it seems like the resend was not sent. 

Is it not possible to add to a currently activated Flow?

The reason this is not working is that all the leads have completed the flow of the program before you added the new flow step. You could add another campaign to the program that segments the leads who did not open the email and then the flow would be to send email.
