Can any one tell me about Canada's CAN Spam law? What we can an cannot do in this region and it's legal impliacations?

I know Canada recently passed a law that restricts marketers from sending mass communication in this region without their prior consent. Does anyone know if we already have their contact information in our database, does that allow us to send them an email? How do we get their expressed consent? Any ideas?
