Campaign Membership

What filter would I use if I want to say that the person was a member of an engagement program but went through all the streams/content? I want to make sure they are no longer in the flow but I want them included if they either a) never entered or b) exhausted all streams/content.

There should be an option for Exhausted or Paused on Member of Engagement filter.

Ok so I would say member of xyz campaign is true and content exhausted? But I also want people not members. Would that be another filter?
