Best Way to have Tokens or Velocity-Like Tokens Across Multiple Programs?

Hello!
I'm building out a template of programs tied to event invites and registration from our website. Currently there is two programs that would utilize either Tokens or Velocity to pull in similar information into the emails from both programs. Since there is no ability to clone entire folders - I was curious if there's a good recommendation on the best way to minimize the amount of "duplicate" tokens/scripting across both programs?

Do I have to put them in the top-top level Marketing Activities folder? Is there a cleaner way?

Before anyone asks - we're using a tool within Kentico CMS that pushes form data to Marketo, but it only puts Leads into the First Status of the program, so requires a separate "Auto-Response" program from our Event Invitation program 🙂 So the "single program" concept does not work at this present moment.
