Best Bets Based on Record Owner in SFDC only?

I am new to Sales Insight and trying to understand how Best Bets are determined in Sales Insight. Is this concept used with record ownership in SFDC only or are there other ways to determine what a Best Bet would be for a SFDC user?

Best bets are based off record ownership, so it's best for a sales rep to own the records in their territory.  Here is a link that may help you understand best bets a little better: https://community.marketo.com/MarketoArticle?id=kA050000000KyvXCAS.  It is all based off highest lead score and most recent activity.  So the higher scores with the most recent score changes rank higher on the best bets list.  You can help determine what a best bet is by adjusting your scoring program/campaigns in Marketo.

There are multiple ways to configure the flames and stars, which determines what appears in your Best Bets.  The Configure How Lead Scoring Impacts Best Bets in Marketo Sales Insight help article explains this.
