I am not able to update the Lead with a ForeignSysPersonId. 
I found the system will create a new lead in the database. and the exist record will do nothing.
Is there anyone can help me ? about this?

Worth checking that If you're using SyncMultipleLeads call can you check that DedupEnabled is set to true
