anti spam laws by country

Has anyone found a reliable resource that lists classifies each Country as to whether they do or do not have an Anti-Spam Law?  I found a wikipedia page, but it only listed Countries that have curent laws.  We want to send emails to a broad spectrum of Countries and need to know, definitively, whether the Country has a regulation or not.  Given that wikipedia is volunteer-based info,  I suspect that the absence of a Country on the wikipedia site does does NOT necessarilly mean the Country has no active regulation.

Anyone found a site that lists every Country?
