Anonymous Lead Score Decay

We're running into an issue where our anonymous leads are entering our scoring campaign causing our wait step for decaying the score to be ignored because they're becoming known after they are enter the campaign as anonymous. 

Has anyone else run into this issue or have a solution? We're having trouble finding a way to decay our scorings without including wait steps due to them being skipped because someone is entering our campaign as anonymous.

Example campaign flow:

• Someone visits webpage on July 15 (still anonymous)
• July 16th fills out a form to become known
• Receives scoring
• 60 day wait step
• Score decays

*We're seeing the issue once they receive scoring, the 60 day wait step is ignored because they were anonymous when they entered the campaign.
