In order to utilize ABM and create named accounts in Marketo, do I need to have RTP in my instance?

AFAIK, for the moment yes.

A new ABM product has been announced last week at the summit.

@Kristen Malkovich did a presentation at Summit about ABM tactics without a specific add-on product but using Marketo and SFDC functionality.
