Ability to rotate through images in RTP Web Campaigns

The business wants to be able to rotate through a number of images on each subsequent visit to a web page that would link to related content. If the user does not click on one then the next visit for that same page, server up another image and link so we can keep users on the site with the most relevant content for them.
