A HUGE amount of leads are not included in a campaign. Any idea why? Or have an idea for a smart list I can run to figure it out?

I've read prior discussions on this topic, but I can't for the life of me figure this out. 

Their are 14k leads in a stream in an engagement program. An email went out yesterday, and only 500 received it. No one is marketing suspended. Only around 50 are unsubscribed. Only 2 people have no email address. Around 1500 emails are invalid. I'm lost as to why the rest were not included. Does anyone have additional ideas? Thanks!

Check your blacklist within your lead database. Your blacklist leads will not get the email,

Well, maybe not everyone is scheduled to get a cast. Is anyone exhausted?

Another thought. Have people reached their maximum number of daily or weekly emails?

Best bet is to find a lead who you think should have received the email but didn't, then look at their activity log.

Nope. Only about 20 people have exhausted content. And no one is blacklisted.

And all that it says in leads' activity logs are that they're blocked...

To be clear, it says: Skipped, lead is blocked.

Then they must be Invalid, Suspended, Blacklisted, or Unsubscribed.
