Max number of surfaces and actions per campaign

1. Surfaces per code-based channel configuration: up to 10 surface URIs. Adobe documents this limit for the “Other” platform. Web takes one page URL or rule plus one location, and mobile takes one app id plus one location. Adobe gives no count for configurations that combine platforms.
2. Actions per code-based campaign: up to 10 inbound actions per campaign, and each action can use its own configuration and surface. A journey multi-action node has the same cap of 10.
