If the customer data is loaded in dev sandboxes and if the channel configuration is created, yes - that is very much likely. As a best practice, allowed list can be enabled.

I would request you to check the following things before trying to send the email from dev environment

1. Did you create the channel settings for the email channel separately, you might think, it is the same like prod but it is different for each sandbox if you miss this part

2. Did you create the schema and data for customer data?

3. make sure, you need to have the email which you mention in the execution field.
