What Resource and Permissions are related to tags?

My organization is looking into reporting based on the Tags associated with an audience. I can filter for tag ID's in the /audience API endpoint however my API credential does not appear to have to correct role to access the /tags API endpoint. Does anyone have some knowledge about this one?
