"Sandbox onboarding" is unavailable in Adobe Payment Services

Hello! 

I have an issue with ado be payment services and it’s will be nice if someone can help with that

After configuring the Commerce Services Connector (there is no errors during setting up of public/private keys), the Payment Services page became available to me, but the sandbox onboarding button is disabled.

What could be the issue?
