Numbered Lists, Dynamic Forms, and Accessibility

Greetings:

I have several dynamic forms in development (contracts/agreements) which have required some pretty robust dynamic elements and now we cannot clear accessibility.  The accessibility specialist indicates that the forms should use numbered lists to address navigation/organizational aspects of Section 508 compliance; however, accessibility indicates they cannot access the lists.  

My team and I refuse to believe it is impossible to make dynamic forms accessible and are at our wits end.  Is there a resource available for addressing accessibility issues in the development of dynamic forms?  For those who have had to make a contract/agreement in LiveCycle, how did you address these items and can you share a portion of your document or your experience.

Any assistance anyone can provide would be most helpful, as my team and I are at an impasse.
