Messaging Traits doesn't return full appid list

Trying to build an in app message for specific versions.  When selecting App ID as the trait, I am only getting back a select list of versions.  However, when I pull the versions list for the top 100, I see all of the version that I expect would bsee in the appid selection.  Is there some type of filler being applied in the trait App ID selection list?  If so, is there a way to add additional versions to the dropdown?
