AEP Tech Academy - Journey Orchestration & Offer Decisioning (Old one but for your better reference) - youtube.com/watch?v=ecGUDvR77ok

Configure offers selection in decisions - https://experienceleague.adobe.com/docs/journey-optimizer/using/offer-decisioning/create-manage-activities/configure-offer-selection.html?lang=en

About Decision Management - https://experienceleague.adobe.com/docs/journey-optimizer/using/offer-decisioning/get-started-decision/starting-offer-decisioning.html?lang=en

Go through the step by step followed by different hyperlinks across the above documentation for more undferstanding. I would recommend to start with "About Decision Management" along with respective links. I hope this will help you to familarise on the topics.
