Dynamic update of ThirdPartyCookies and ThirdPartyIDSync

Description -

Why is this feature important to you -

• We want to dynamically update disableThirdPartyCalls & disableThirdPartyCookies according to conditions.
• Same goes with "disableIDSyncs". We want to update it dynamically using Data Element.

How would you like the feature to work -

• It would be great if we can have a way to dynamically update disableThirdPartyCalls & disableThirdPartyCookies using Data Element dynamically according to conditions instead of direct enable/disable.
• Dynamic update instead of direct enable/disable using Data Element would be a great thing to add.

Current Behaviour -

• For variables: disableThirdPartyCalls & disableThirdPartyCookies - In WebSDK, we can enable/disable from "Use third-party cookies" setting within Identity section of Web SDK extension.
• Same goes with disableIDSyncs in WebSDK, we use toggle button "Third Party ID Sync".
