I received a security alert from Adobe regarding DTM, they said "We highly recommend that you publish your web properties for the fix to take effect as soon as possible." 

What is the right procedure to "publish your web properties?

If you have publishing rights, you only need to hit the publish button in the top right. 

Make sure that your publishing queue doesn't include any changes that you DON'T want published before hand.
