does launch have offline capabilities or network extension?

We've integrated adobe launch/analytics. When there's an event, it'll be immediately sent to analytics. Is there a way we can keep collecting the events (click/video play/video ended) configured in launch and send to analytics later as a bulk. This is mainly for, the device may not be online all the time and to reduce the network calls sent to analytics.

If there's a network extension that can be developed, so that launch will use that network extension instead of OOTB, that'll be great. Any pointers in this regard, will be helpful.
